The Main Street Approach

Fillmore Forward has embraced the Main Street Four Point Approach®, developed more than 35 years ago by the National Main Street Center (a subsidiary of the National Trust for Historic Preservation), as a guiding framework for revitalizing the Broadway-Fillmore and MLK neighborhood commercial districts.

The Main Street Approach promotes a community-driven process that brings diverse stakeholders from all sectors together, inviting them to be active participants in the revitalization process. Fillmore Forward has four volunteer committees that are planning and implementing projects in the following key areas:

    Economic Restructuring

  • Ensuring the right mix of development that meets the needs of the residents and community
  • Gather data and conducting market analysis
  • Encourage business development
  • Retain existing and recruiting new businesses
  • Work with the other committees on property development projects
  • Creating financing and other incentives for business and property development 
 
    Design

  • Improving the streets cape, to enhance the look of the business district and make it people friendly
  • Design education for those involved in the revitalization process
  • Design assistance for property and business owners
  • Building improvements
  • Public improvements
  • Zoning and planning issues
 
    Promotion

  • Create a positive image that showcases the neighborhood's unique characteristics
  • Image Building Activities - to help change or enhance the image of the district
  • Retail/Business Promotions - to strengthen the district's position as a center of commercial activity
  • Special Events and Festivals - to bring people into the district to shop, have fun, work, and invest
 
    Organization

  • Builds effective, broad-based support for the revitalization of the Broadway-Fillmore and MLK commercial districts and bringing the community together to reach consensus to move the community forward within the Main Street Four Point Approach®.
  • Public Relations - to build awareness, keep the community informed, and promote the Fillmore Forward organization
  • Volunteer Development - to create a sense of ownership for volunteers and partners
  • Fundraising - to assist the Board in growing financial support for sustaining the revitalization program
